NYC on track to reopen construction in Phase 1 of NY Forward beginning week of June 8th

Governor Cuomo and Mayor de Blasio today announced NYC is on track to start Phase 1 of the NY Forward reopening plan beginning the week of June 8th.

PHASE 1 OF NY FORWARD PLAN IS LIMITED TO:


  • Construction

  • Agriculture, Forestry, Fishing and Hunting

  • Retail - (Limited to curbside or in-store pickup or drop off)

  • Manufacturing

  • Wholesale Trade

According to the Governor’s Executive Order, in order for businesses to re-open ALL businesses must develop a COVID-19 Health and Safety Plan. A COVID-19 Health and Safety Plan should include the ways in which the business intends to comply with the Guidance to safely reopen.


The State has put together the NYS Department of Health NY Forward Safety Plan Template. A business may fill out this template to fulfill the requirement, or may develop its own Safety Plan. This plan does not need to be submitted to a state agency for approval but must be retained on the premises of the business and must made available to the New York State Department of Health (DOH) or local health or safety authorities in the event of an inspection.
